This is so sweet and beautiful!! She's adorable!! I love the embossing and the colors!! What a gorgeous card!!

Regarding your question, I use hot glue to adhere flowers. I used to use Glossy Accents, and I still use that sometimes, but mainly hot glue because it binds fast and strong :)
